The chipset on the motherboard is usually cooled passively, or by a small (noisy) fan. Under normal circumstances this will provide sufficient cooling.
But in overclocked systems, it may be on the low side when heat generation increases and the temperature rises. Especially if you want a passive system and/or do not have much airflow in the cabinet, you have to consider water cooling for your system.
A water cooling block needs no airflow to cool the chipset, plus it heatsinks much better than conventional cooling solutions. This gives you both peace of mind and can increase your overclocks!
